Windows: Intel SpeedStep and Windows XP

You use an Intel Processor with the Intel SpeedStep Technology and Windows XP as your OS but your CPU always run on highest CPU frequency in spite the CPU usage is low (you recognized it highly possible by an non stopping ‘noisy’ CPU fan)?
